Sevier Citizens raised 14 issues in its Request for Agency Action

has moved for Judgment on the Pleadings on issues 1-3, 6-7, and
10-13, which if granted, would leave issues 4-5, 8-9, and 14 for the
Richfield hearing on May 10, 2006.
