Regional Haze State Implementation Plan (SIP)

Utah is currently developing an update to the 2003 Regional Haze SIP. The schedule for Utah's Regional Haze SIP calls for a Utah Air Quality Board hearing in June 2008 with a submittal to EPA Region 8 in the fall of 2008.

The 2003 SIP is available below; the update will make revisions in the 2003 backstop trading program for sulfur dioxide from large industrial sources as required by litigation completed in 2005. The SIP update will also address Best Available Retrofit Technology (BART) for nitrogen oxide and particulate matter (PM) emissions. Utah is working with the Western Regional Air Partnership (WRAP)in the development of this SIP update.


The 2003 SIP addressed emissions from a wide variety of sources, including vehicles and anthropogenic fire. Smoke emissions are controlled with an Enhanced Smoke Management Plan that is updated regularly; the most recent version is available here. The most recent Smoke Management rule is available here.

2003 Regional Haze SIP

 

The Air Quality Board adopted the Regional Haze SIP and the rules that accompany it on November 17, 2003. These documents became effective and enforceable in Utah on December 31, 2003. The package of materials were submitted to the Environmental Protection Agency on December 12, 2003 and will become federally enforceable after EPA approves them.

Parts D and F were amended by the Air Quality Board on June 2, 2004 and the amendments have been submitted to the EPA.

Regional SO2 Emissions Milestone Report:

A specific commitment in the 2003 Regional Haze SIP requires Utah and the four other states submitting SIPs under Section 309 of the Federal Regional Haze Rule ( 40 CFR 51.309pdf file 152 kb) to report annually the actual emissions for stationary sources emitting 100 tons per year or more of sulfur dioxide (SO2) to determine if the annual milestone for the backstop trading program were exceeded. WRAP compiled the emissions reports submitted by Utah, Arizona, New Mexico, Wyoming, and Albuquerque for 2004-06.
